Michael W. Quinn

Author of “The Police Code of Silence-Walking with the Devil”, Michael Quinn worked in Minneapolis as a law enforcement officer for 25 years. Michael comes from a family of officers, and oversaw the design and development of a federally sponsored Police Corps Academy. Mike has worked in some the toughest and highest profile units, including investigating allegations of internal crime and departmental violations. He is the recipient of numerous awards, including the Lifetime Achievement in Law Enforcement Training Award from the Association of Training Officers of Minnesota. He regularly teaches and has testified as an expert witness.  Mike’s success in law enforcement is reflected in the passion and commitment he brings to being an ethical cop.

A Glimpse into the Future; Trends and Issues in Police Misconduct

Paul graduated from the Faculty of Law, University of Victoria, in 1986 and is a member of the Bars of British Columbia (1987) and Ontario (1990) 

Paul began private practice on Saltspring Island in 1998. His firm, Ceyssens & Bauchman, provides advisory legal services across Canada and is restricted to employment law, human rights law and police-related legal issues (on behalf of police management, police officers, police oversight bodies, police associations and governments). Much of the firm's work in the policing area involves providing legal opinions regarding conduct-related issues, and matters in which accommodation and other human rights issues arise.

From 1990 until 1988, Paul was a member of the Legal Branch, Ontario Ministry of the Solicitor General. Much of his practice involved police-related legal issues, including providing advise to the Ontario Provincial Police, the Ministry's Policing Services Division and the Ontario Civilian Commission on Police Services (formerly the Ontario Police Commission). He also practiced in the area of employment law and human rights law, representing the Government of Ontario and its employees in formal complaints under the Human Rights Code, and providing legal advice to the Independent Investigations Unit, which investigates complaints under the Ontario Public Service Workplace Discrimination and Harassment Prevention Policy.

In 1997, Paul was awarded the Commissioner's Citation from O.P.P. Commissioner Thomas O'Grady for legal services provided to the Ontario Provincial Police.

Paul's text Legal Aspects of Policing was published in 1994. It addresses constitutional and legal status of the police, police duties, civil liability, discipline procedure, discipline offences, the public complaints process and related issues. He writes updates to the text twice each year. He is coauthor of the third edition of the Ontario Police Services Act, Fully Annotated.

Paul formerly taught "Legal Issues in Policing," a distance-education course for police officers offered by Henson College, Dalhousie University. He has also lectured regularly across Canada on the legal regulation of the police, and the management of legal risk.

In his spare time, Paul serves as a member of the Board of Governors at Queen Margaret's School in Duncan, and chairs the board of directors of the Saltspring Island Daycare Society. He is also a runner and karate student.

Understanding and Managing High Conflict Personalities
Author of ‘High Conflict People in Legal Disputes’

Bill Eddy is co-founder and president of High Conflict Institute, LLC, in Scottsdale, Arizona, and Senior Family Mediator at the National Conflict Resolution Center in San Diego, California. He is a Certified Family Law Specialist in California with fifteen years’ experience representing clients in family court. Prior to becoming an attorney in 1992, he was a Licensed Clinical Social Worker with twelve years’ experience providing therapy to children, adults, couples and families in psychiatric hospitals and outpatient clinics.

Bill taught Negotiation and Mediation at the University of San Diego School of Law for six years, as well as a course in Interviewing and Counseling Difficult Clients. He provides seminars on mental health issues for attorneys, judges and mediators, and seminars on law and ethics for mental health professionals. His articles have appeared in national law and counseling journals.

He is the author of several books, including HIGH CONFLICT PEOPLE IN LEGAL DISPUTES (Janis Publications, 2006), and SPLITTING: Protecting Yourself While Divorcing a Borderline or Narcissist (Eggshells Press, 2004). Bill has become an international speaker on the subject of high-conflict personalities, providing seminars to attorneys, mediators, collaborative law professionals, judges, ombudspersons and others.

He obtained his law degree in 1992 from the University of San Diego, a Master of Social Work degree in 1981 from San Diego State University, and a Bachelors degree in Psychology in 1970 from Case Western Reserve University. He began his career as a youth social worker in a changing neighborhood in New York City in 1970, and first became involved in mediation in 1975 in San Diego. He considers conflict resolution the theme of his varied career.
